Our History

In 1979, WDC was founded by professional women with expertise in architecture and design, community planning and historic preservation. From the beginning, WDC achieved a high level of efficiency by completing developments on time and within budget. Our thoughtfulness in design continues to ensure that buildings fit within a neighborhood and are functional and attractive.

Our Mission

Women’s Development Corporation 

Women’s Development Corporation (WDC) develops and operates quality, affordable housing for low and moderate income families, people with special housing needs and seniors living in Rhode Island and surrounding states.

WDC believes that safe, sustainable housing is the foundation that enables low income individuals and families to become economically stable. In furtherance of this mission, WDC joins strategic partnerships that seek to improve the health, personal growth and economic self-sufficiency of our residents.

Housing Opportunities Corporation

Housing Opportunities Corporation (HOC), an affiliate of Women’s Development Corporation (WDC), provides outstanding management and maintenance services for housing developments designed for low and moderate income families, people with special housing needs and seniors. Primarily, HOC performs property and asset management functions for the housing portfolio of WDC. HOC also provides those services in partnership with organizations that share WDC's mission.

Women’s Opportunity Realty Corporation

Women’s Opportunity Realty Corporation (WORC), an affiliate of Women’s Development Corporation (WDC), supports the creation and preservation of affordable housing by evaluating and developing real estate projects sponsored by WDC. WORC's charge is to ensure the long-term financial sustainability of housing developments in WDC's portfolio and to support the ongoing mission of WDC.

Founded in 1979 by women deeply committed to social justice, Women's Development Corporation and Housing Opportunities Corporation stand in solidarity with people of color to promote racial equality, condemn violence and support societal change. We pledge to listen to the concerns of the members of our community and share those concerns with one voice, to support and assist efforts that combat injustice, promote equality and provide equal opportunities and to help rebuild trust, confidence and hope in our society.

Senior Leadership

Frank Shea

Executive Director

Frank served as Executive Director at Olneyville Housing Corporation (now known as ONE Neighborhood Builders) for nearly 16 years, and more recently at Urban Edge in Roxbury/Jamaica Plain, Massachusetts, where he grew up. He has provided interim executive leadership to several organizations and often consults with non-profits on matters related to funding programs, effective community engagement strategies, project feasibility, and business, operations and governance matters. Frank is well-known in the housing community in New England, particularly for his judgment, professionalism, personality, leadership style, reputation, and business acumen.

Vickie Walters

Director of Property Management, Facilities, and Community Development

Vickie has accumulated more than 20 years of valuable experience in housing and healthcare programs, with a specialty in supportive services. In addition, she is also well-versed in strategic planning, workforce development, program development and implementation. Ms. Walters graduated with a Master’s in Public Administration and Health Care Administration at Roger Williams University and is certified in Assisted Housing Management, Tax Credit Specialist, and Occupancy Specialist. Prior to joining HOC, she worked at The Providence Center/Care New England. As the Director of Property Management, Facilities, and Community Development, she will guide the organization through a growing portfolio of properties comprising elderly, family, and supportive developments in Rhode Island and Massachusetts.

Ellen Quinn

Financial Analyst/Asset Manager

Ellen also has a lengthy career in real estate accounting, tax credits and all the finance related aspects of affordable housing. She has worked for the Preservation of Affordable Housing, Community Builders, Citizens Bank and Rhode Island Housing, among others. She will be assisting our Accounting Department as we move into the software transitions and in our growing body of work.

Tara Quinn

Director of Human Resources and Operations

Tara Quinn has been a change agent for growth and efficiency at WCDHOC since 2019. In 2023, she joined the senior leadership team as the Director of Human Resources & Operations. Tara has a Master of Public Administration degree from Brown University and Certificate in Human Resource Management from Bryant University.

 

As the Director of Human Resources and Operations, Tara is a strategic partner to the Executive Director and Department Directors to ensure that WDCHOC’s human resources goals are obtained. She works to ensure that policies, procedures, and HR programs are consistently administered, and aligned with organizational goals, mission and culture, and in compliance with professional standards and regulatory requirements and laws. Tara leads organizational initiatives with her commitment to diversity, equity, inclusion, and belonging, with experience developing and implementing DEI-and Pay Equity-aligned processes and protocols. Her passions include developing emerging leaders and creating meaningful partnerships, and she enjoys hosting all-staff social events.

 

Fun facts: My top priority is my family. I love traveling, hiking with my German Shepherd, listening to a diverse range of music, and practicing yoga.

Charlie Thomas-Davison

Director of Real Estate Development

Charlie Thomas-Davison has been an integral part of WDC’s Housing Development team since 2015 and has served as the Director of Real Estate Development since 2020. Charlie has a Master’s Degree in Architecture from the Rhode Island School of Design and brings over 15 years of experience in the fields of affordable housing development and architecture.

 

As the Director of Development, they lead the Development Team in all aspects of the development process including site selection, acquisition, feasibility, design and engineering development, zoning and planning efforts, development proformas, competitive funding applications, equity investor selection, and the management of loan/equity closings. With an advanced professional degree and years of experience in architecture and construction, Charlie is uniquely qualified to manage of the construction process for WDC as the Clerk of the Works, ensuring that projects are on-time, on-budget, and are constructed to the highest level. This ensures that the interests of all stakeholders, from municipalities to lenders and investors to the developer, owner, and property manager, are met throughout the process. 

 

Charlie sits on the Board of Directors for the Housing Network of Rhode Island and the Rhode Island Continuum of Care, has a love for all things architecture and urban design, a true commitment to the development of high-quality affordable housing, and a passion for developing housing in underserved rural/exurban areas and for vulnerable and unhoused populations.
